Arbiter

Plot: The city "N" seized by chaos and lawlessness. A hitman nicknamed "The Arbiter" accomplishes justice. Experienced investigator and his partner, a young police lieutenant, decided to catch the mysterious killer. During the investigation, it turns out that the killer is a man who were a victim once.
